Our hospital is a university hospital where the amount of positions is limited by the board of hospital. Once there is need for extra staff, even though there is money available, extra positions are simply not given. This creates a “grey market” where extra hours and even full positions are created, as there is a need for more personnel that are described as emergency. Examples include lucrative overtime use and outsourcing. It all ends up costing more.
If there would be enough positions, we could work more efficiently for less money, too. Now everybody is unmotivated as the emergency solutions are worse than solving the issue in normal hiring. There is also no sense of openness in organization.
Does anyone have solutions for these problems?
